Douglas A. Holt, M.D., F.A.C.P., has been Health Officer of the Florida Department of Health in Hillsborough County (DOH-H) since 1996. The health department provides services to the county’s 1.4 million residents and is responsible for assessing, maintaining, and improving health and safety within the county. Dr. Holt is also a Professor of Medicine at the University of South Florida (USF) where he teaches and sees patients.

Mr. Arthur R. Savage is the president of A.R. SAVAGE & SON. Arthur Savage has been involved in Trade and Ocean Shipping throughout his life. He is a fifth generation Tampa Native whose family sailed into Tampa in 1845, established regular shipping operations and has been continually involved in the development of the port and community.

Lincoln Tamayo is the founding Head of School at Academy Prep Center of Lakeland. Prior to coming to Lakeland, he served as the founding Head of School for the Academy Prep Center of Tampa from 2002 to 2019. He also serves as Chief Operating Officer for the Academy Prep
Foundation, which oversees all three Academy Prep campuses in Lakeland, St. Petersburg, and Tampa. Academy Prep, all 501 (c)(3) middle schools, serves its needs-based students tuition free for up to 11 hours a day, 6 days a week, 11 months a year, followed by intensive graduate support through high school and college. -

Kathleen A. Moore, Ph.D., Research Professor, University of South Florida, Department of Mental Health, Law, and Policy
Kathleen A. Moore, Ph.D. is a Research Professor in USF’s Department of Mental Health, Law, and Policy as well as the Executive Director of the Louis de la Parte Florida Mental Health Institute (FMHI). She received her Ph.D. in Health Psychology from Kent State University and completed a postdoctoral fellowship at Duke University Medical Center. For the past 22 years, she has collaborated with mental health and substance abuse agencies as well as different problem-solving courts.

Bonnie Brown, Ph.D. is an applied behavioral health researcher with experience in public education, child and family studies and substance abuse. Her research and evaluation studies focus on behavioral health strategies for those struggling with mental illness and community-based interventions that
support vulnerable populations. Most recently, Dr. Brown has focused on the means to support children and their families impacted by the opioid use epidemic, particularly those involved in the child welfare system of Florida. She is an experience trainer in mental health and is passionate about raising
awareness and reducing stigma around mental health issues. -

David Gywnn, Secretary, Florida Department of Transportation District Seven
Mr. Gwynn was appointed as FDOT District Seven Secretary in July of 2017. Prior to this appointment, David served as Director of Transportation Operations for FDOT District One in Bartow. Mr. Gwynn spent 30 years in the private sector, providing consulting services to the transportation industry before joining FDOT in January 2016. He co-founded TEI Engineers & Planners in 1991 and led the growth of the firm to over 125 staff members throughout Florida and Georgia. He later served in senior executive roles for several large engineering consulting firms, leading business units of up to 700 staff members throughout the Southeastern United States.
